Project Information

The main goal of the proposed technical assistance (TA) was to support Thua Thien Hue and Quang Tri in formulating strategy and programs for faster but sustainable poverty reduction and economic growth within the framework of the new 5-year socio-economic development plan (SEDP) of the government. The purpose of the ADTA was to assist the provincial level governments in the following:

  • Undertaking policy and institutional analysis of Thua Thien Hue and Quang Tri provinces to identify bottlenecks in service delivery;
  • Conducting poverty analysis to identify the poor and vulnerable, taking into also account gender and ethnic dimensions, and formulate targeted programs;
  • Conducting sector studies to identify investible projects for social and economic development; considering also opportunities brought about the East West Economic Corridor and Lao Bao Economic zone; and
  • Identifying financing alternatives, including state, private and foreign resources; and (v) formulation of a strategy for faster poverty reduction and economic growth.

Complementary Information

The project's gender target included inviting the participation of representatives from the poor, women, and ethnic minorities through participatory approaches.
