The Lao Extension for Agriculture Project (LEAP) is a technical cooperation project of the Lao and Swiss Government. In phase IV, LEAP provided both continuity and innovation. This phase continued to provide support to what works well, while also addressing the weaknesses of the past and seeking ways to meet the challenges of the future. LEAP also supports the integration of the Lao Extension Approach with the Technical Service Centers in a way that is relevant to the needs of remote upland areas, ethnic minorities,poor households in general, and women with other development projects and programs.

The project is expected to contribute to the development of a decentralized, participatory, pluralistic and sustainable agriculture extension system that is capable of benefiting poorer households and communities, and reaches male and female farmers equally.
