The project builds on the existing experiences of each donor and scales them up in initially three out of the eight provinces of the Northern Uplands of Laos. The Ministry of Agriculture is responsible for the coordination of the implementation of the program, done in conjunction with other line Ministries. The goals of the NUDP are twofold. First, at the local level, it is expected to:
strengthen agricultural productivity and commercialization;
mitigate risks of food insecurity; improve land management and local planning processes for rural development; and
promote community and farmer organizations and networking in 252 villages in 9 districts, resulting in a considerable reduction (25%) of vulnerability to external shocks, and to increased household production and consumption (at least 5%).
Second, at the district, provincial and national level it hopes to build capacity in management and policy formulation, resulting in a nationally owned multi-sector development strategy for the Northern Uplands.
