In order to promote the participation of the village population in all development activities, the Government of Lao PDR has decided to further strengthen the local levels, especially the district functions. This approach has the potential to enable the village population to play a more active role in community development and land use planning and to draw on governmental services.
Therefore, with the aim of contributing to the Government’s drive to eradicate extreme poverty, the GIZ supports participatory local development planning, land mapping and land use planning, including land registration. Rural communities of various ethnic origins are to be supported in their efforts to improve their lives, make better use of external resources and deal with the causes and impacts of climate change. Strengthening local institutions will also allow the experience of these governance and capacity development initiatives to be fed into national policies as well as into development and poverty eradication strategies at national level.
