Project Information

The overall objective of this program is to contribute significantly to the achievement of the NSDP strategic goal for the agriculture sector, while ensuring that the growth in this sector is achieved in an equitable, inclusive, environmentally responsible and sustainable way for the benefit of the entire rural population of Cambodia (CMDG 1: Eradicate extreme poverty and hunger and CMDG 7: Ensure environmental sustainability').

The specific objective is to trigger sustainable and inclusive socio-economic growth in the fisheries and livestock sub-sectors, through adequate support by Government, civil society and development partners in line with Programme-Based Approach (PBA) principles. The Programme focuses on four of the five key program areas of the Ministry of Agriculture, Forestry and Fisheries (MAFF) identified under the NSDP, and reflected in the ASSDP:

  1. Improving productivity & diversifying agriculture sector
  2. Promote market access of agriculture products
  3. Strengthen institutions, legal framework & human resources development
  4. Management of sustainable fishery resources.
The focus on the first two programs is however limited to the livestock sub-sector.

The main overall/immediate objectives indicators include the folllowing:

  • Reduction of poverty in rural areas by 22% by 2017 from the 2010 base (NSDP indicator)
  • Contribution of agriculture to national economy steadily increases
  • Reduction by 40 % of people living below poverty line in rural areas (Cambodia Millennium Development Goal - CMDG 1)
  • Increase of at least 30% in the income of smallholder fisheries and livestock
  • Increase by 50% in terms of female share of wage employment in agriculture
  • Increase by 30% in the surface of fish sanctuaries
  • Reduction by 40% in the proportion of working children aged 5-17 years old
  • Annual increase by at least 5% in the RGC budgetary contribution to the fisheries and livestock sub-sectors annual work plans
  • Increase by 30% in the level of revenue from the fisheries sector returning to the National Treasury
