The project aimed to improve the development effectiveness and efficiency of pro-poor rural development programmes in the Asia and the Pacific region. Its short-term objective included enhancing the management capabilities of rural development projects and programmes in the region. This was to be achieved by building project management capacity; strengthening the policy environment; and improving the capacity of service providers.

The programme employes gender-sensitive management in order to develop in-country expertise and improve regional exchanges and networking on gender issues.
